In the goal to continuously improve its organizational performance, the University conducted a joint seminar and workshop on Strategic Performance Management System (SPMS) and Office/Individual Performance Commitment and Review (O/IPCR) last March 14, at the Regional Science & Research Center.
Invited to share her expertise on these performance reviews, Ms. Edna C. Nebrija-Mahinay, Director of Civil Service Commission Field Office, Alabel, Sarangani Province, comprehensively discussed the legal bases and general objectives of SPMS and OPCR & IPCR and their relevance to the mandates of government agencies. Dir. Nebrija-Mahinay also stressed that these performance reviews are vital to checking the accomplishments of deliverables required of the University both as an academic and a civil service institution. These are also instrumentalities used to upgrade the services offered by the institution and its members to clients. Additionally, she has oriented the attendees on the step-by-step process of accomplishing the SPMS and OPCR & IPCR leading to an open forum with the University constituents. She was also hands-on in guiding the offices in the creation of their IPCRs which resulted in working templates during the workshop proper.
With the Human Resource Management Office (HRMO) as the lead implementer of the activity, Director Usman M. Disalongan, JD, encouraged the attendees to learn and familiarize the processes required for these performance reviews as they are essential in the human resource operations of the academe.
Chancellor, JD Usman D. Aragasi, MPA was also present during the event and expressed his appreciation of the commitment of the constituents to the institutionalization of these performance reviews. “As civil servants, there is no excuse not to constantly upgrade the services we offer to our clients,” he added. Additionally, Chancellor Aragasi challenged the attendees to come up with outputs that will be the bases for the finalization of the OPCR and IPCRs of the University.
OIC-Vice Chancellor for Administration and Finance, Ms. Nurleila G. Canancan, MPA, also shared resources that helped the attendees during the workshop proper. She further emphasized the need to benchmark the practices of other institutions to improve the crafting of the University’s performance reviews. Furthermore, Vice Chancellor for Planning and Development, Prof. Sheila J. Loable shared the Institutional Development Plan for 2023-2027 of the University. The development plan served as the basis for the colleges, finance service offices, general administrative service offices, and support to operation offices in creating the templates for their IPCRs. Prof. Loable noted that it is important to align the IPCR’s performance indicators with the office’s planned Programs, Activities, and Projects (PAPs) to monitor and evaluate their accomplishments.
Strengthening the institutionalization of SPMS and OPCR & IPCR in the University proves that the campus constituency is more than willing to upscale the quality of their services by implementing a more strategic mechanism for performance reviews. The joint workshop did not only orient the attendees on the processes of these important documents but also solidified the commitment of everyone to planning, monitoring, evaluating, and incentivizing their work performance.
