It is managed by a Librarian who is in-charge of directing and supervising the operation of all the libraries of the university, with a number of support staff who aid in the effective delivery of different services.

The Admissions Office serves as the linkage for University relations with other educational institutions. The office is responsible for administering and supervising the MSU – System Admission and Scholarship Examination (SASE) and rendering assistance to students who have concerns on admission. It is in charge of the implementation of existing Admission Policies and Procedures to continually improve the quality and responsiveness of the admission process and to ensure fairness and equitable access of the applicants to the University’s programs. The office also undertakes studies and recommends improvements on Admission Procedure as to guarantee a comprehensive review of applications. It administers and supervises the Bridging Programs (e.g. CBP and PUP) of the University. It likewise establishes and promotes goodwill and rapport with the public, especially with all high schools in the region for a continuous input of freshmen students.Â

The Office of the Registrar is the gateway of the students to the University. It is an essential unit of the institution which keeps and maintains sensitive data related to the academic records of the students. The Office is in charge of implementing university rules on admission and registration. It examines the credentials of the students and assists them in matters of admission and registration of courses and subjects, making sure their academic performance while in the university meets the graduation requirements. The office also keeps the students’ data updated. It likewise provides services and support for the Faculty and Staff, as well as government and private agencies, relevant to admission and other academic concerns. The Office of the Registrar is directly under the supervision of the University Registrar. Each program of every college is assigned to an Evaluator who takes charge of the academic concerns of the students, alumni and the stakeholders. The office serves its clientele both through online and in-person transactions.Â

Office of the National Services Training Program

The Office of the National Service Training Program serves as the implementing office of the National Service Training Program (NSTP) of the university, fostering civic consciousness, leadership, discipline, and social responsibility among students through community-oriented training and service initiatives. The office ensures the effective implementation of NSTP components in accordance with national policies and the university’s commitment to nation-building and community development.
More specifically, the office supervises and coordinates the implementation of the Reserve Officers’ Training Corps (ROTC), Literacy Training Service (LTS), and Civic Welfare Training Service (CWTS) programs of the university. It also facilitates community engagement activities, leadership development programs, volunteerism initiatives, and extension-related projects that encourage students to become active contributors to society. Furthermore, the office promotes patriotism, civic involvement, and youth empowerment while strengthening partnerships with government agencies, partner communities, and other stakeholders in support of sustainable community development efforts.
